Below is a brief summary of what each of these projects entail along with some frequently asked questions to help prevent any confusion that may exist.
Care.data
The new care.data programme commissioned from the Health and Social Care Information Centre (HSCIC) by NHS England includes the extraction of Personal Confidential Data (PCD) from practice clinical systems. The General Practice Extraction Service (GPES) is to be used to extract GP data each month and initially the data will cover the period from April 2013 onwards. The identifiers to be extracted are: NHS number, date of birth, postcode, and gender which will allow patients’ GP data to be linked to their hospital data. No free text will be extracted, only coded information about referrals, NHS prescriptions and other clinical data.
Electronic Data Sharing Model (eDSM)
The eDSM model is the latest version of the SystmOne data sharing modules. eDSM allows for the recording of two different sharing consents in the patient record, ‘sharing in’ and ‘sharing out’, the decision to share sits with the patient. Patients can also request that certain entries to their medical record are marked as private to all but the organisation that recorded the information.
- ‘Sharing out’ controls the information recorded at your practice that is shared to other organisations.
- ‘Sharing in’ controls the information that can be viewed by your practice that has been recorded at another SystmOne organisation.
Patient Online Access to Medical Records (Pilot Scheme)
This is currently at the planning stage in this region with the intention being to incentivise a number of pilot practices to start to share electronic medical records with their patients by the end of Nov 13.
It is envisaged that up to 8 practices across the LMC area will be recruited to become pilot sites.
It has been proposed that this will run as a 6 month pilot scheme.
A participating practice will sign up to the pilot and commit resources to communicate with patients to get them using the online system which is accessed through your clinical system provider. Then the practice will turn on patient online access and then evaluate the pilot at the end of the 6 months with interim reviews during the life of the pilot.
